You're Damned if You Do and Damned if You Don't

Thinking about buying a hybrid car to cut costs and save the environment? Well read this before you do. The People's Republic of California is mulling the idea of taxing drivers for the number of miles they drive. Apparently, they are worried that people switching over to more fuel efficient cars are depriving them of tax money. So, in order to screw the public more efficiently, they are installing GPS devices in cars to monitor the driver's mileage and then assigning taxes based on how much you drive.

Am I missing something here? Isn't the government (especially in Blue states like PR of California) supposed to be encouraging people to use less fuel?
